She might have extremely dry scalp, or ezcema, or possibly another scalp/skin condition like psoriasis. Try Redken Hair Cleansing Cream. It has AHA's that lightly exfoliate the top layer of the scalp. Follow it with Mizani Rose H20 Conditioner. It won't take much of either product. That may help with the itchiness if its because of dryness.
If you've tried moisturizers, and they aren't helping, I would really go to a dermatologist. If she's scratching till she's bleeding, it isn't just dry scalp! Bless her heart. :( Good luck!

If you are still using baby shampoo then it is time to stop. Make sure that you are rinsing really good because that will cause itching, and use a good hydrating shampoo and conditioner, you may also want to spray a little pink oil on her hair and massage it on her scalp. You can purchase this from beauty supply stores.

i would take her to her pediatrician just to check out what's going on...i'm sure it's nothing big, but i would still do it just to make sure any product you use of her won't worsen the condition.
